As all of us know that the Hajj months (Ashhurul-Hajj) starts from first Shawwal, i.e. one can wear Ihram for Hajj as soon as Shawwal starts. It is famous in the people that if someone has performed Umrah in the months of Shawwal or Zul-Qa’da performing Hajj becomes obligatory for him. It is completely wrong. If he is not Sahib-e-Istita’at then Hajj will not become obligatory for him because of performing Umrah in the months of Shawwal or Zul-Qa’da.
Some people, who have already performed Hajj, also do not perform Umrah in the months of Shawwal or Zul-Qa’da thinking that Hajj will become obligatory, it is also completely wrong. Hajj becomes obligatory only once in the life and it is not related with performing Umrah in the months of Shawwal or Zul-Qa’da.
Likewise, keep in mind also, if someone returns his home after performing Umrah in the months of Shawwal or Zul-Qa’da and then performs only Hajj in the days of Hajj, it will not be Hajj-e-Tamattu’ as it is necessary for Hajj-e-Tamattu’ that Umrah and Hajj should be performed in one journey before returning home. The whole Ummat-e-Muslima agrees in these masials and there is no difference in them, it has become famous in us wrongly.

Although I read him sometimes and have met with also during hajj training session but just for the clarification, as far as I know Najeeb Qasmi sahab is not mufti but I never saw him writing anything "non-authentic"
