Update(9-10-13): As of yesterday (8th October 2013) there are still seats available for discounted Hajj.
Ministry of Hajj has announced yesterday (5th October 2013) that they have provided discounted packages for Hajj to 23 agents in KSA. The rates vary from SR 2500 to SR 5000 only. The SR 5000 package is in Category A and it does not include train tickets. Some details are mentioned in the following link but it is in Arabic:

In Arabic this offer is called “الحج المخفض” and it has been offered in past 2 years as well. If you want to avail this opportunity then try to find these agents by contacting Ministry of Hajj and get your booking ASAP.
